In 2024, Alliance members passed a resolution to support the adoption of CAPSA’s Substance Use Health Framework.
CAPSA created the Framework in 2020 to move away from the illness-based models of substance use and expand our idea that health effects related to substance use exist along a spectrum, including no use, beneficial use, low risk use, use affecting social and physical health and substance use disorder. This framework supports the provision of evidence-based health information and services ranging from education and health promotion to harm reduction and treatment of substance use disorders.
