# About the organization
Community Health Centres of Northumberland (CHCN) opened in 2009 and continue to improve our programs and services to best meet the needs of our community. Our CHCN delivers primary care (family physicians and nurse practitioners), diabetes education, mental health and addictions counseling, geriatric outreach services, a memory clinic, dental care, and many health promotion and community development activities. We focus on the frail elderly, people struggling with mental health issues and/or addictions, those unable to have even basic housing and food, the lonely and youth at risk.
# About the position
About the Role
Reporting to the Executive Director and serving as a member of the senior management team, the Manager, Corporate Services provides leadership and oversight for CHCN’s corporate operations and organizational infrastructure functions, supporting the organization’s mission, health equity model of care, and long-term sustainability.
This role focuses on leading organizational systems and support services including information technology, cybersecurity, housekeeping, procurement, contracts, facilities coordination, and organizational operations. The Manager plays a key role in strategic and operational planning, policy development, risk management, and continuous improvement across the organization.
Key Responsibilities
Leadership & Team Management
• Lead, mentor, and support multidisciplinary corporate services teams encompassing Information Technology & Cybersecurity, Help Desk, and related support functions including Housekeeping & Building Management. • Foster a collaborative, respectful, and psychologically safe work environment that encourages accountability, learning, and continuous improvement. • Oversee workload planning, performance development, and succession considerations across corporate services functions. • Model reflective practice, openness to feedback, and inclusive leadership aligned with CHCN’s values and health equity commitments.
Organizational Operations & Strategic Support
• Support organizational strategic and policy development, operational planning, accreditation readiness, and quality improvement initiatives. • Support organizational risk management and business continuity planning. • Collaborate with leadership on organizational projects, operational improvements, and change management initiatives.• Work collaboratively with the Executive Director and Board of Directors by preparing reports, supporting Board and committee meetings, contributing to strategic planning, and providing clear updates and recommendations related to corporate services, operations, and organizational risks.
Facilities & Operations
• Provide oversight of facilities operations, workplace infrastructure, building systems, and organizational safety processes across CHCN sites. • Coordinate maintenance and monitoring of HVAC, alarm and fire systems, security systems, and other facility-related infrastructure while liaising with landlords, contractors, and vendors. • Support facilities-related funding applications, capital planning, organizational space planning, and long-term operational infrastructure needs. • Ensure compliance with occupational health and safety requirements, workplace inspections, emergency preparedness processes, and related building management policies and procedures.
Information Technology
• Provide governance oversight of information technology, electronic medical records (EMRs), cybersecurity, and emerging technologies (e.g. artificial intelligence). • Develop, standardize and oversee appropriate cybersecurity and AI practices, training, risk management, and incident response processes. • Develop annual and multi-year IT operational plans and budgets aligned with organizational priorities and risk tolerance. • Oversee vendor relationships and contracts related to information technology services
Procurement & Contract Management
• Develop and oversee procurement and contracting processes, approval authorities, and internal controls aligned with public sector and funder requirements. • Lead competitive procurement activities (RFPs, RFQs, sole source justifications), ensuring fairness, transparency, and documentation. • Manage vendor performance, contract renewals, and maintain a centralized contract register. • Ensure procurement practices support value for money, equity, risk management, and audit readiness.
General Responsibilities
• Uphold CHCN’s mission, values, and community health philosophy. • Ensure compliance with privacy, confidentiality, occupational health and safety, and other legislative and accreditation requirements. • Identify risks, report concerns, and contribute to a culture of safety and accountability. • Participate fully in organizational planning, leadership forums, and quality improvement initiatives. • Perform other duties as assigned.
# Qualifications
Required Qualifications & Experience
• 3-5 years of progressive management experience in healthcare, community health, public sector, or not for profited human services environments. • Demonstrated experience leading multidisciplinary teams and organizational operations. • Experience overseeing information technology, cybersecurity, housekeeping, procurement, contracts, facilities coordination, organizational operations and/or corporate services. • Strong leadership, communication, organizational, and problem-solving skills. • Ability to manage sensitive and confidential matters with professionalism and discretion.
Education
• A university degree in business, commerce, health administration, human resources, public administration, or a related field (or equivalent experience). • CHRL designation, MBA, or related leadership credentials are considered assets.
