# About the organization 

 Community Health Centres of Northumberland (CHCN) opened in 2009 and continue to improve our programs and services to best meet the needs of our community. Our CHCN delivers primary care (family physicians and nurse practitioners), diabetes education, mental health and addictions counseling, geriatric outreach services, a memory clinic, dental care, and many health promotion and community development activities.  We focus on the frail elderly, people struggling with mental health issues and/or addictions, those unable to have even basic housing and food, the lonely and youth at risk.

 About the Role

Reporting to the Executive Director and serving as a member of the senior management team, the Manager, Finance & Corporate Services provides leadership and oversight for CHCN’s corporate services functions, supporting the organization’s mission, health‑equity model of care, and long‑term sustainability.

This role is less about being the “head accountant” and more about being a people‑centred leader who can guide diverse professional teams, steward public resources responsibly, and ensure strong systems, controls, and relationships across finance, human resources, information technology, data, procurement, and funder accountability.

The Manager plays a key role in organizational decision‑making, operational planning, policy development, and continuous improvement, working closely with the Executive Director, Board, funders, and interdisciplinary leadership team.

Key Responsibilities

Leadership & Team Management

  • Lead, mentor, and support a multidisciplinary team encompassing Finance, Data/Financial Analysis, Information Technology & Cybersecurity, Help Desk, and Human Resources.
  • Foster a collaborative, respectful, and psychologically safe work environment that encourages accountability, learning, and continuous improvement.
  • Oversee workload planning, performance development, and succession considerations across corporate services functions.
  • Model reflective practice, openness to feedback, and inclusive leadership aligned with CHCN’s values and health‑equity commitments.

Financial Stewardship & Accountability

  • Provide oversight of budgeting, forecasting, financial reporting, internal controls, and financial policies, ensuring accuracy, transparency, and compliance.
  • Manage the Centre’s operating and capital budgets; prepare and present financial reports for the Executive Director, Finance Committee, and Board.
  • Liaise with Ontario Health and other funders regarding financial performance, allocations, targets, and variances.
  • Oversee annual audit processes and support audit readiness across departments.

Funding, Grants & Funder Reporting

  • Support the Executive Director and Board in identifying and assessing funding opportunities.
  • Lead the financial components of funding and grant applications, including budgeting, costing, and sustainability analysis.
  • Ensure accurate financial management and reporting of restricted and unrestricted funds in compliance with funder agreements and CRA requirements.
  • Monitor funding performance, risks, and variances, and communicate findings clearly to leadership and the Board.

Information Management, IT & Cybersecurity

  • Provide governance oversight of electronic medical records (EMRs) and all information systems, including hardware, software, and data assets.
  • Ensure appropriate cybersecurity practices, training, risk management, and incident‑response processes are in place.
  • Develop annual and multi‑year IT budgets aligned with organizational priorities and risk tolerance.
  • Oversee vendor relationships and contracts related to information technology services.

Procurement & Contract Management

  • Develop and oversee procurement and contracting processes, approval authorities, and internal controls aligned with public‑sector and funder requirements.
  • Lead competitive procurement activities (RFPs, RFQs, sole‑source justifications), ensuring fairness, transparency, and documentation.
  • Manage vendor performance, contract renewals, and maintain a centralized contract register.
  • Ensure procurement practices support value for money, equity, risk management, and audit readiness.

Human Resources & Workforce Support

  • Support workforce planning, salary benchmarking, and compensation analysis in collaboration with HR.
  • Ensure strong oversight of payroll accuracy, controls, benefits administration, and vendor relationships.
  • Align HR policies and practices with financial controls, funder requirements, and legislative obligations.

Strategic Planning, Data & Decision Support

  • In collaboration with the Data/Financial Analyst and senior leadership, oversee the development of dashboards, reports, and KPIs for internal and external stakeholders.
  • Ensure data integrity, quality, and compliance with funder and organizational reporting requirements.
  • Analyze financial and operational data to support evidence‑based decision‑making, forecasting, and strategic planning across programs.

General Responsibilities

  • Uphold CHCN’s mission, values, and community‑health philosophy.
  • Ensure compliance with privacy, confidentiality, occupational health and safety, and other legislative and accreditation requirements.
  • Identify risks, report concerns, and contribute to a culture of safety and accountability.
  • Participate fully in organizational planning, leadership forums, and quality‑improvement initiatives.
  • Perform other duties as assigned.

 

# Qualifications

Required Qualifications & Experience

  • 3–5 years of progressive management experience in healthcare, community health, public‑sector, or publicly funded human services environments.
  • Demonstrated experience leading and supporting multidisciplinary teams, ideally across multiple functional areas.
  • Experience overseeing budgets, forecasting, financial reporting, audits, and funder accountability.
  • Experience working with senior leadership and Boards, including preparing clear, decision‑focused reports.
  • Strong judgment, problem‑solving skills, and discretion in handling sensitive and confidential matters.

Education

  • A university degree in business, commerce, economics, health administration, or a related field (or equivalent experience).
  • An MBA or CPA designation is considered an asset, but people leadership and system stewardship are equally important.

The BIEN Congress will officially open on August 20. All Congress participants are also invited to a half-day, pre-congress session the afternoon of August 19 focused on Canada. 

The 2026 Congress is being held as the early decades of the twenty-first century are defined by a polycrisis: the causal entanglement of multiple, overlapping crises. These pressures span interconnected systems, including the natural environment (climate disruption), the economy (inflation, unaffordability, widening income and wealth inequality, and persistent poverty), political institutions (erosion of public trust, democratic strain, and the rise of exclusionary populism and authoritarian governments), and the rights-based international order. Together, they expose the limits of fragmented welfare systems that respond to risks in isolation rather than as cumulative and systemic challenges. In this context, basic income is gaining renewed attention not only as an anti-poverty measure, but as a foundational policy for strengthening social inclusion and solidarity.

This Congress theme positions basic income as a unifying response to the polycrisis—one that cuts across policy silos and reconnects income security to broader questions of justice, sustainability, and democratic capacity. The theme invites critical examination of basic income as part of a renewed social contract capable of countering precarity, fragmentation, and exclusion in complex, interdependent systems.

# Tier 1: Organization and Academic Rate ($350 CAD)

  • This tier is designed for participants whose attendance is supported by organizations with significant resources and professional staff.
  • Who should select this tier: Representatives of governments, large non-profits, academic institutions, and corporations. This tier also applies to individuals attending independently who possess better-than-average economic means.

# Tier 2: Standard Rate ($200 CAD)

  • The standard rate supports the core costs of the Congress and is intended for those with moderate institutional or personal resources.

JOB SUMMARY

The Alliance for Healthier Communities’ (Alliance) website is a Drupal-based platform and serves as a central hub of information for both the public and our members. It provides an overview of the organization’s mission, programs, and initiatives, and offers access to key resources such as conference, learning and training information including paid event registration, and a publicly accessible job board. The site also includes a secure, members-only area where authorized users can sign in to access exclusive materials, resources, and updates. As a multifaceted platform, the website plays a critical role in supporting communication, engagement, and knowledge-sharing across our community.

However, the current website is outdated and challenging to maintain. The Alliance is seeking a Consultant in Ontario, Canada, who can identify and recommend a bilingual and scalable platform that meets our technical and functional needs, develop an updated and engaging design, migrate the organization to the new platform, and provide training to ensure the Alliance can effectively manage and sustain the new website moving forward.

SCOPE OF SERVICES

  • Review and validate requirements from internal team and determine best approach for the website design/portal and recommend navigation improvements. 
  • Generate mock-ups and facilitate structure reviews with the teams.
  • Custom development: Build WordPress themes and plugins using Alliance branding.
  • Recommend and implement front-end and back-end integrations.
  • Performance and security: Optimize website speed, scalability, and security, implementing best practices for database management and code structure.
  • API and third-party integration: Integrate third-party tools, services, and APIs into the WordPress environment.
  • Migrates Alliance’s old website to the new WordPress site.
  • Train Alliance staff on how to use and maintain/update the website along with the back-end integrations.
  • Collaboration: Work with designers, project managers, and SEO specialists to deliver cohesive, optimized solutions.

DESIRED SKILLS AND EXPERIENCE

  • Proven experience as a WordPress Developer (3-5+ years of experience) developing modern, user-friendly websites.
  • Experience improving site navigation, content organization and user experience.
  • Ability to train staff with varying levels of technical skills.
  • Deep understanding of the WordPress CMS and core architecture.
  • Strong knowledge of PHP, JavaScript, HTML5, CSS3, and MySQL.
  • Proficiency in popular WordPress pagebuilders. React (for Gutenberg development), jQuery, and modern CSS frameworks like Bootstrap/Tailwind are preferred but not required.
  • Understands the requirements for PCI compliance.
  • Demonstrated understanding of AODA and WCAG 2.1 AA accessibility standards.
  • Strong project management skills, including clear communication, planning, and timelines.
  • Knowledge of web security best practices and privacy considerations.
  • Experience with similar projects in Ontario.
  • Public sector/ not for profit/ health care experience preferred.
  • Experience with provincial associations an asset.

WORK LOCATION

The Consultant will have flexibility of working from home. On occasion, the Consultant will be required to be on-site at the Alliance office in Toronto, Ontario, Canada.
