Parkdale Queen West CHC is a non-profit, community-based health organization committed to improving the health of community members, particularly those at risk for poverty and discrimination. Our multi-disciplinary approach includes the provision of primary health/dental care, counselling, harm reduction, community development, advocacy, and innovative partnerships with other organizations. Parkdale Queen West CHC is a leader in the development of urban health services focusing on the needs of homeless and street involved youth, adults and families. The Director of Mental Health Services is responsible for overseeing the management and consolidation of case management and counselling programs and services across sites aimed at providing coordinated and collaborative case support and care for our clients. With a priority on enabling access for marginalized communities, including individuals who are homeless living with mental health and substance use, LGBTQ, Indigenous Peoples, racialized and youth, seniors and families living in poverty. Working within the stated mission, vision, values and strategic priorities, the Director will provide human resource support, build and maintain effective relationships between Parkdale Queen West and with its key internal and external stakeholders, develop and implement policies, implement effective evaluation strategies; oversee implementation of project and program development and ensure effective utilization of resources. Works in collaboration with management team to provide exceptional leadership to:

  • Utilize evidence informed practice standards to influence care delivery outcomes within a client centred, inter-professional care environment


  • Ability to lead effectively and create a high-performance culture that facilitates high quality and performance

  • Provision of care in an inter-professional team environment 
  • Demonstrated ability to promote and create an environment of innovation by embracing diversity, creativity, change and dialogue.
  • Maintain a strategic point of view on where mental health system is headed, and provide system and sector perspective on how Parkdale Queen West CHC should interpret healthcare trends in order to anticipate future changes 
  • Performance outcome measurement, evidence-informed practice, client satisfaction and quality assurance
  • Ability to develop and maintain performance for the service to determine program health and areas for improvement; ensuring effective and efficient utilization of human, fiscal, material and capital resources
  • Well-developed negotiation and conflict management/resolution skills
  • Knowledge of relevant legal/regulatory guidelines and legislation
  • Working knowledge of managing in a unionized environment 
  • Proven management skills, including program planning, monitoring, evaluation, quality assurance, change management, evaluation, risk management and client and staff safety
  • Superior verbal and written communication skills, including familiarity with utilizing EMR 
  • Demonstrated performance reflecting the Mission, Vision, Values and priorities of Parkdale Queen West CHC.


  • Master’s Degree in Social Work, Counselling, Sociology, Psychology or related field or a combination of an undergraduate degree with significant senior management and leadership experience.
  • Minimum 5 years’ related work experience in the management, development, implementation and monitoring of Mental Health, Counselling and Case Management Services, preferably in a complex environment that requires extensive collaboration with internal and external stakeholders
  • 7-10 years’ experience working and familiarity with community mental health, intimate partner and violence against women sector/services, harm reduction services, homelessness, poverty, community health/social determinants of health and working with diverse and marginalized communities
  • Strong trauma informed mental health and counselling background and skills, and ability to provide care to clients who experience substance users issues, intimate partner violence, violence against women, sexual assault or child abuse, and who deal with trauma
  • Strong knowledge of harm reduction principles.
  • Proven management skills, including quality improvement, change management, evaluation, planning and utilization management skills, risk and client safety
  • Demonstrated knowledge of all relevant social work and counselling practice standards 
  • Proven ability to develop and promote effective internal and external partnerships, including funding partners 
  • Knowledge of mental health systems and Violence Against Women Services
  • Proven ability and experience to build and participate in teams and foster relationship building within interdisciplinary teams 
  • Excellent judgment, negotiating, mediation, conflict resolution and crisis intervention skills, including case management 
  • Proven ability to provide motivation, leadership and guidance to staff, including experience in the delivery of change management and creation and implementation of client-focused initiatives 
  • Excellent communication and interpersonal skills, with a demonstrated ability to supervise and direct staff to ensure cohesive, effective and efficient working environment 
  • Proven experience managing in a unionized setting is an asset

Accountable to: The Director of Mental Health Services is accountable to the Executive Director.

Salary range: $78,867 – $93,720 including HOOPP and a generous benefits package.
